Actually, not only tyres, but suspension matters too, most passenger car came with comfort (soft) suspension, thus, that explains your "float"/"unstable"

Things that reducing comfort: Larger inch, thinner side, over inflated, v-shaped groove

16 inch is best for City, thicker tyres, but stay same rim size

By bigger you meant thicker tire profile, then yeah it should improve ride comfort
